The term includes claims alleging entitlement to benefits, requests for administrative adjustments of a claim, and final decisions made by the Department. (7) The term “VA” means the Veterans Benefits Administration. (8) The term “U.S. citizen or resident” means an individual who was a citizen or resident of the United States immediately before the individual's claim; and who has never been deprived of U.S. citizenship or permanent resident status. (9) The term “claims processing center” means the claims processing center established under this section. 39 CFR § 3.
